2026 Annual Regulator Roundtable

On January 15, 2026, NYLIB hosted a regulatory panel discussion on supervisory priorities and risks moderated by Steve Bush, Chairman, President and CEO of Apple Bank. The supervisory panel featured prominent guest speakers from the Federal Deposit Insurance Corporation (FDIC), the Federal Reserve Bank of New York (FRBNY), the New York State Department of Financial Services (DFS), and the Office of the Comptroller of the Currency (OCC).

 
 

The primary focus of the panel discussion was changes in supervision one year into the new administration, as well as concomitant changes in examination practices. The panelists also provided perspectives on how banks can safely and soundly manage liquidity risk, the agencies’ posture towards innovation, factors to keep in mind while considering and engaging in fintech partnerships, emerging fraud risks, and the amendments to DFS’s Part 500 that took effect in November. An opportunity for audience Q&A was provided.

Steve Bush, President and CEO of Apple Bank, moderated the panel discussion. Steve previously served as Executive Vice President and Chief Operating Officer at Apple Bank, with oversight for the bank's lending units, as well as financial, risk management, planning, and operating functions. He joined Apple Bank in 1992 from Chemical Bank, where he was a Vice President in the Asset and Liability Management and Finance Divisions.

Dan Kelly serves as the Assistant Deputy Comptroller for the OCC’s New York Office, overseeing a portfolio of banks in Connecticut, New Jersey, and New York. He began his career with the OCC in 1998 as an examiner in the Detroit office, following his experience at a mid-sized national bank. Before assuming his current role, Dan was a Team Leader, where he played a pivotal role in developing newer examiners. His extensive experience in community banking includes supervising problem institutions. Dan graduated from Aquinas College with a degree in accounting and business administration, has passed the CPA examination, and holds numerous relevant certifications.

 
 

Adam Kirk is the Program Director for Community Banking Organizations at the Federal Reserve Bank of New York, where he has served in different leadership and examination roles since the financial crisis. Prior to that, he was a research analyst at the FDIC. Adam has a BA in Economics from Wesleyan University.

 
 

Mary Barry is the Acting Deputy Regional Director for the FDIC’s Division of Risk Management Supervision in the New York Region. Prior to assuming the Acting Deputy Regional Director role in 2024, Mary served as an Assistant Regional Director in the Boston Area Office for over 25 years, where she was responsible for the risk management examination program in the Southeast and Western New England field territories.  Mary has held several other positions in the New York Region, including Examiner, Review Examiner, and Field Supervisor. She has also served several temporary assignments as Acting Area Director, Acting Deputy Regional Director, and Acting Deputy Director in the Washington Office. She earned a Bachelor of Science degree in Business Administration at the University of New Hampshire and is a graduate of the Stonier Graduate School of Banking.

 
 

Polly Klyce Pennoyer is the Executive Deputy Superintendent for Banking at DFS, where she oversees the operations and staff of the four supervisory units of the Banking Division—Foreign and Wholesale Banking (supervising approximately 120 entities, with total assets of more than $2.8 trillion subject to DFS oversight), Community and Regional Banking (supervising approximately 75 institutions, with more than $385 billion subject to DFS oversight), Mortgage Banking (supervising more than 10,000 licensed entities and individuals), and Licensed Financial Services (supervising approximately 350 entities across a range of industries)—as well as the Banking Operations business unit. She also chairs the Bank / Virtual Currency Working Group and sits on the Research & Innovation Applications Committee. Prior to her current role, Polly served as Senior Deputy Superintendent for Bank Supervision and as Acting Deputy Superintendent for Community and Regional Banks. She started at DFS as Special Counsel to the Superintendent for Policy, spearheading policymaking for the Banking Division, and was active in the Department’s response to the Spring 2023 banking turmoil. Earlier in her career, Polly worked as an assistant general counsel at JPMorgan Chase and, before that, as an associate at Davis Polk. She has a JD from Columbia Law School and an AB from Harvard University.
